Implementation of Contract Management Application

Research institute affiliated with the Department of Agriculture, Livestock, Fisheries and Food of the Government of Catalonia, and part of the CERCA system — a network of research centers of excellence in Catalonia. Through this network, they help strengthen the international presence of Catalan research centers, fostering collaboration with leading institutions worldwide, promoting knowledge transfer to the business sector and society, and reinforcing the commitment of the economic sector and the community to scientific research and development. They contribute to the modernization, competitiveness, and sustainable development of the agricultural, food, and aquaculture sectors, to the supply of safe and high-quality food for consumers, and, more broadly, to the improvement of population well-being.

The Challenge

IRTA needed to design a comprehensive solution to manage the complex internal process of purchase requests and the preparation of administrative procurement files, involving various roles with specific needs, while ensuring security, transparency, traceability, and ease of use.

They required a flexible tool capable of handling different types of procurement files (both simple and complete), as well as the management of lots and administrative contracts — all within an environment that promotes collaboration among requesters, file managers, and procurement officers.

Solution

NexTReT developed a robust and flexible application using modern technologies that ensured both efficiency and scalability. The development was carried out using .NET as the main platform, guaranteeing robustness, security, and optimal performance. For the presentation layer or front end, Blazor — a Microsoft technology — was chosen. It enables the creation of interactive and dynamic web interfaces that enhance usability and accelerate development, meeting the specific needs of the various users involved (requesters, file managers, and procurement officers).

In addition, Telerik was integrated for the visual components, making the interface more visual and functional, and facilitating intuitive interaction and handling of complex information.

A dedicated API was also created to ensure secure and efficient communication with IRTA’s database, allowing centralized and consistent management of all requests, procurement files, and contracts. This ensured data integrity and allowed for easy integration with other systems.

Furthermore, the solution supported differentiated management of both simple and complete procurement files, as well as the handling of lots and administrative contracts, providing the flexibility needed to adapt to different procurement scenarios.

Overall, this modular and modern architecture enabled the transformation of a traditionally manual and fragmented process into an automated, transparent, and collaborative workflow — fully meeting the project’s requirements and challenges.
